I was born and raised in Orange County by my parents Dr. Reginald Carter (retired Director of the Physician Assistant program at Duke) and my late-mother Sherry Carter (retired Financial Director with the Town of Hillsborough). I was educated in our Orange County schools. I graduated in 1991 from Orange High School where was I was a cheerleader and the Panther Mascot. I served as Senior Class President under Principal Dr. Halkiotis. After high school, I went on to graduate from Elon College with a degree in Psychology. While in college, I mentored kids in the the juvenile court system in Raleigh, NC. After graduation, I worked in a juvenile detention center in Butner as a counselor. I have always cared about our children and their well-being. For 20+ years, I have worked in pharmaceutical research. I recently worked on Hepatitis C studies, and we developed a drug that can cure Hepatitis C. My passion in doing research in oncology.

As an Orange County native, I have always been actively involved in our community and in our schools. I presently serve as a member of the Orange County School Improvement Committee. For more than 10 years, I've been actively involved in the PTA at Grady A. Brown and have held various leadership positions there over the years including Vice President and President.
I currently live in Efland, NC with my husband, Michael, and our two kids, Hayley (age 16) and Grayson (age 9). I also have a step-daughter Brooke. We have four dogs, one cat, a bearded dragon, and a gecko. Both of my children attend Orange County schools. My daughter is a junior at Cedar Ridge High School where she plays softball, and my son is at Grady A. Brown Elementary School. I am also a life long member of First Baptist Church in Hillsborough.
I have always been grateful for the Orange County education that served as the basis for my current work in pharmaceuticals and in the fight against cancer. I want to make sure that future generations of Orange County students get the same opportunities. That's why I'm running for Orange County School Board.

When the Grady A. Brown PTA lost almost $25,000 due to embezzlement from a former President, Penny helped launch the "Cougar Cares" campaign. With that campaign the PTA was able to replace the funds that were lost.
